Manual Scavenging State instrumentalities and contractors engaged by them are under a constitutional obligation to ensure the safety of persons who are asked to undertake hazardous jobs such as manual scavenging, the Supreme Court said in a landmark judgment seven years ago. But, India continues human beings as manual scavenger in many cities.
